is this the first time you've encountered custom potions? if so, you should play with them o a test creative world. if it is an effect that the player can get, it can be a potion. also there are 'corrupt' potions where the level is high enough that it loops over into the negatives ... however the negative effect isn't always what you think it is. I had made a health boost potion that only added health after the effect wore off (making it a permanent health upgrade). it's interesting.
